The WBRP aims to improve the quality of life in the community through housing. With the help of PNC Bank, the City of Bloomington, the Community Development Block Grant, and the Attorney General Grant, the WBRP has received grant funding for exterior home repair projects for owner-occupied properties. The Target area is bound by Locust (north), Oakland (south), Roosevelt (east), and Euclid (west).

These projects include:

  • Window repair and glass replacement

  • Exterior painting

  • Porches, steps and railings

  • Gutter and siding repair

  • Fences and gates

  • Other exterior maintenance; handicap access ramps may be considered

 These projects DO NOT include:

  • Plumbing

  • Electrical work

  • Roofing

  • Landscaping

The WBRP Home Repair program promises a good faith effort for professional grade work. Necessary building permits will be acquired from the city of Bloomington’s PACE Department.

 This program is for owner occupied homes on the Westside of Bloomington, Illinois. For the purposes of the WBRP Housing Repair Program that area is defined by Locust (north), Oakland Avenue (south) Roosevelt Avenue (east) and Euclid Avenue (west).

 This program serves low-to-moderate income families. To qualify, all homeowners must complete a financial screening through MidCentral Community Action (MCCA). This requires submitting paperwork and meeting with an MCCA staff person.

 This program requires an investment of time and money from the homeowner. Homeowners help to pay for 10% - 25% of the cost of the building materials depending on the homeowner income. The homeowner will also be required to contribute 20% of total hours of duration of project with volunteer labor. For instance, if your job will require 50 person-hours to complete, your obligation would be 10 hours. You can either meet this obligation yourself or arrange for a friend or family to meet it on your behalf.

 After your application is received, a member of the WBRP will follow up with you concerning the “next steps” in the process. There is no cost to apply and no obligation to proceed if eligible. The WBRP will follow up with all applicants.
